Why is there no one-use VPN server Linux/BSD Distro for reducing your attack surface?

I did some googling and it seems there is no such thing as a road warrior Linux/BSD OS. Why would I want that?

Simple: to make it one-use only and to reduce my attack surface. Also, you save resources this way. Why install a whole freaking OS, when you're only going to use for a single purpose (OpenVPN and/or Wireguard).

In other words:I have a cloud server. I want to install such an (preferably open source) OS, which is only there for being an OpenVPN and/or WireGuard on the server via an ISO image. No bloat. Why can't I find such a thing? I don't need a whole general purpose OS for just hosting a VPN server.

I want to protect my VPN server from being hacked and being listened on with Man in the Middle and similar attacks.

I want to have a secure environment for the client to connect to.
